Maryland veterans with a VA-determined 100% permanent and total service-connected disability receive a complete exemption from property taxes — state, county, and municipal — on their dwelling and surrounding yard, and the exemption passes to surviving spouses. There is no statewide partial exemption for ratings below 100%, though some counties offer their own local credits for partially disabled veterans.
Maryland partially taxes military retirement pay: taxpayers age 55 and older may subtract up to $20,000 of military retirement income from Maryland taxable income, and those under 55 may subtract up to $12,500; amounts above the subtraction are taxed.
The Edward T. and Mary A. Conroy Memorial Scholarship provides state financial aid to veterans with a 25%-or-greater service-connected disability who have exhausted federal education benefits, and to children and unremarried surviving spouses of servicemembers who died in service or suffered a 100% permanent service-connected disability. Awards can be held for five years of full-time study.
